The Singapore Government has officially removed the 15-month wait-out period for private residential property owners buying a non-subsidised HDB resale flat with immediate effect. This marks the end of a cooling measure that was introduced on 30 September 2022 to moderate demand in the HDB resale market.
CHANGE: What has shifted?
Previously, most private property owners had to:
- Sell their private residential property.
- Wait 15 months.
- Only then could they purchase a non-subsidised HDB resale flat (unless they qualified for specific exemptions e.g. Seniors Singapore Citizen aged 55 and above).
With the latest policy update, eligible buyers no longer need to observe this waiting period, provided they are purchasing a non-subsidised HDB resale flat without taking an HDB housing loan.
CHANCE: What does this mean for buyers?
For private property owners planning to right-size:
- Greater flexibility in planning the sale and purchase timeline.
- Reduced need for temporary rental accommodation.
- Faster transition into an HDB resale flat.
For HDB resale buyers:
The policy could bring more right-sizers back into the resale market, although future price movements will still depend on overall housing supply and demand.
My thoughts
This is a welcome move for genuine downgraders and retirees looking to unlock capital from their private homes without an extended waiting period. While some may wonder if resale demand will increase, the Government has indicated it will continue monitoring market conditions closely and adjust housing policies when necessary.
If you’re considering whether this policy affects your own upgrading or right-sizing plans, it’s important to understand how it fits into your overall property strategy rather than viewing it as a standalone change.
